How the authority layer works
Each prompt is tied to named primary sources rather than to a summary of them, and every source carries its jurisdiction, its authority type, and the date it was last reviewed. A currency state is computed from that date, so a source whose review has fallen due announces itself on the page instead of sitting quietly among the current ones. Where something is proposed legislation rather than enacted law, the register says so, because that distinction decides whether a duty exists today.
